Coal is one of China's primary energy, which plays a decisive role in the national economy. However, China's coal reserves are mainly located in the "Three West" territory, while the southern regions, coastal areas is one of the main requirements to coal. Thus, the pattern of China's coal transportation presents “Coal from the north to the south, and from west to the east”, and its main mode of transportation is the combination of railway and waterway transportation. The port acts as an important transit node in the transportation process of coal, which plays an important role for coal transportation. With the development of social economy, the demand for coal has increased, and the coal transport volume rose year by year. Therefore, it is an emergent problem to be solved that how to optimize coal transportation organization, and to reduce transportation costs of coal industry. In this paper, based on the status quo analysis of China's coal transportation, the optimization method for the railway-waterway combination transportation of coal is researched from some aspects including transshipment operation in the port, connection between railway and waterway transportation, and coal logistics center planning base on port. The main contents of this paper include:(1) Analyzing the basic situation of China's port coal transportation in detail. First, this paper introduced the basic situation of coal ports, as well as changes of coal transportation volume in recent years. Based on the combination transportation mode, this paper analyzed each subsystem of coal transportation and introduced the transshipment operation method on condition that whether to consider the coal stocks or not respectively. Besides, in the port object, this paper analyzed the transshipment production scheduling process of coal, unloading processes from trains, loading processes on board and coal yard operation management for the coal.(2) Researching the optimization method for connection of coal between railway and waterway transportation under the railway-waterway combination transportation mode. First, this paper analyzed the influencing factors of coal transshipment operation at the port, and then researched the transshipment operation methods respectively: one is transshipped from train to ship directly, the other is to consider the coal stocks, and constructed two corresponding mathematical models. Finally, this paper proposed corresponding strategies to strength the transshipment operation of coal at the port to solve the problem.(3) Researching the optimization methods of coal transportation organization based on the coal port logistics center location. Firstly, this paper analyzed the typical location optimization methods, and then consider the distribution of coal port along the "west-east coal, coal from north to south," coal transportation channel,this paper analyzed the general principles of the coal logistics center location, and then build the 0-1 integer programming model to optimize the organization of transportation organization based on coal logistics center location, and finally using Lingo software to solve the model, and a numerical example is analyzed to verify the validity of the model.
