The evolution of new telecommunication technologies now can be fund all over the world, mass of telecommunication subscribers are changing their habit of using the telecommunication services. The operators around the world are facing the new opportunities and challenges as well. Now more and more operators co-operate with huge amount of third parties to develop new services, and by the same time, they also have to develop the proper new ways of project management to fulfill the new requirements.The traditional 2G voice service and low speed data service are still developing and the whole network begins their migration to the new third generation (3G) which will focus on multimedia and broadband areas, and the needs of customers are with big diversities accordingly. In order to keep the own advantages and leading positions of the traditional market and break in the new service market to gain more profits, all the telecommunication operators have to find out the way of providing new services to the end users.In China, definitely, there is also a revolution and reorganization of the traditional telecommunication operators such as China Mobile, China Unicom, China Netcom, China Telecom, China Railcom and China Satcom. After the final step, till now, the new China Mobile, new China Unicom and new China Telecom funded and have already involved in new telecommunication competitions. As a result, the operators which can only provide single kind of service now can provide almost all kinds of services to their subscribers. Nowadays, the services provided by different telecommunication operators become more and more similar from each other. In the past years, within the telecommunication area, the project management was inefficient and not developed well. In order to survive in the competition and develop the market share, the operators now trend to have new services. The new services projects also play a key role under the challenging competitive background. To bring the popular, general and global way of solution management to the projects within telecommunication industry contains a lot of advantages. For example, by doing this way, the efficiency of new services in telecommunication project management will be improved and the satisfaction from end users feed back can be increased as well. Besides, it can help the telecommunication operators to have the right competences, at the right time, at the right place, with low cost and using the right way to remain the leading position all over the world.In this paper, I will share a real case from one of the best telecommunication operators in China, by using one of the new service expansion project of China Mobile Beijing Branch, I will deliver the related analysis report on the problems found, they reasons caused and then focus on organization management and process online system in the following chapters. Due to the weakness of traditional telecommunication project management, I will show both the theories and practice that how to find out the most efficient way of new services working, and try to apply the research into real telecommunication new services project management works. With a brand new concept called "One-Tree-One" new organization architecture which is applied in the new services in telecommunication project management area, the operators can improve the efficiency of service management, adapt to the world wide and national wide competitions. The theory in the paper also can be introduced in other new service project management fields that can help the operators to keep the leading positions, keep developing and finally meet the requirements of their subscribers.
