Employment is the cardinal thing to people; and it is also the survival strategy of migrant workers. Since the reform and opening up, China beginning the market reforms and institutional change, "migrant workers" phenomenon come into being, and continues to grow and develop. With the implementation of household contract responsibility system and the rapid development of urbanization, the majority of farmers gradually freed from the land, a large number of rural surplus labors enter to the cities, the rapid increase in the number of migrant workers, which has accounted for 60 % of China's total industrial workers. Migrant workers provide a lot of cheap labor for all kinds of industries of our country and made tremendous contributions to the city's development and prosperity and modernization of our country, migrant workers have been directly related to rural economic development and rural incomes, the overall economic and social development.Since the reform and opening up, our government has been more emphasis on the employment of labor, but its management is often value management, light service, caused much big obstruction in the employment of migrant workers. Such as the generally lower level of employment migrant workers, the low degree of organization, non-standard employment practices, and abuses cases occurred often, the low quality of training of migrant workers The reasons are manifold: first, the migrant worker groups are generally of poor quality and lower human capital. As the limitations of their poor quality, they have disadvantaged position in the labor market, not only the intensity of work, poor living conditions, but also affected by social discrimination, unequal wages and benefits such as insurance, unfair treatment; second, government efforts to support the employment of migrant workers not enough. Government is the main body of social management and public services, as a public authority and control of public resources that have the responsibility and the ability to help and support the employment of migrant workers.Therefore, the study of migrant workers employment in China's government has an important role of practical significance. Employment is the essential thing to people, foundation of social harmony, is the barometer of economic and social development, more importantly, is an important ways to change their situation and status. government departments should further change the functions, increase investment, improve the consciousness and initiative service to the employment of migrant workers so as to provide the necessary and effective service, change the management system of migrant workers from prevention and limiting to the service of managing, put the employment of migrant workers problem into urban and rural employment management system, and the establishment of supporting services for the migrant workers to provide thoughtful and efficient service.This article mainly includes the following components: First, from the rational understanding of government responsibility in the employment of migrant workers, the article analysis the current status of the employment of migrant workers; Second, it analyzes the performance of government responsibility status and reasons of absence in the employment of migrant workers; Third, construction of the government responsibility system, proposed implementation strategies of government responsibilities in the employment of migrant workers, and propose opinion from management ideas and models change, system security, legal protection and supervision by public to promote full employment of migrant workers ultimately.
