This thesis introduces the background, content and basic principles of business process reengineering theory,learn from the successful experience of government of U.S. and Australia reengineering affairs process by Internet technology,induced some experience of success and failures in recent years that China Customs has in affair process reengineering, obtained a five-point conclusions about the condition and foundation of the application of the process reengineering in customs administration.Thesis then pay for existing manual payment of customs duties, EDI payment and online payment three ways to depict their business processes. To compare the effectiveness of three processes of the enterprise, designed the "Number of process efficiency," as process reengineering and benefits after the time of the standard dual-target evaluation. After estimated by actual measured monthly data from a pharmaceutical company in Suzhou, EDI payment is the most efficiency model for enterprise in tariff payment. This conclusion showed that the method has applicability compared with customs statistics.Technical indicators for the EDI was significantly lower than the Internet, in theory the efficiency of customs online payment should be higher than the EDI. Approach to this problem, the fifth part of paper reengineered the electronic payment process of customs duties based on the basic idea of process reengineering, gave a new proposal process and calculated the clearance efficiency of the enterprise in accordance with the "process efficiency number" method, verified the new process more efficient.
