Reengineering The New Clearance Progress Of China Customs With The Theory Of BPR

With the acceleration of global economics and the request of customs modernization,there is disparity between the current clearance progress of China Customs and the requirement of the society.On the basis of the theory of BPR that has been successful in the field of business and government,also by the reference from the successful experience of the process reengineering of foreign Customs,this paper tries to analyze and evaluate the current situation and problems of the clearance progress of China Customs,define the principles and the target of the clearance processes reengineering of China Customs,suggest the ideas of the classable clearance processes reengineering of Chinese Customs that founded on the new management concepts,and research the security system of the Clearance Processes Reengineering of China Customs further.Through the study of the Clearance Processes Reengineering of customs,the paper tries to reengineer the new clearance processes of China Customs that is more reasonable,more scientific and more practical in order to promote the management of China Customs,raise the level of surveillance and service of customs,and solve the dual contradictions,which one is between close supervision and efficient performance, the other is between increasing business and shortage resource.
