Our labour is abundant in rural areas, however, their educational and skill levels are nothigh. This situation directly affects the income of farmers, which hinders the country'sindustrialization and urbanization. Therefore, training migrant workers has great practical andstrategic significances. It caught the scholars'eyes whether the Chinese government shouldundertake the training responsibility, and how wide it should undertake.On the basis of human capital and new public service theory, this paper analyzes whatresponsibility the Government should take on migrant workers'training. Taking thelabor-exporting province- Henan Province as an example, the author discovered that migrantworkers'training awareness is not strong, the training market is not regulate and thegovernment play inaccurate role. Government's deficiencies in training, concretely manifest in:The government propaganda work does not enough, financial support is not sufficient,government agencies arranged training is inefficiency and the institutions is short of supervision,etc. Those finally led to low effect and serious waste of training resources.In view of above questions, this paper summarized that the migrant workers trainingshould insist the government-driven and market orientation. Firstly, using ideological guide andlegal system to protect migrant workers in training; secondly, increasing financial investment intraining; thirdly, coordinating relationships between governments, government departments,various training institutions; finally, completing the performance appraisal and the supervisorywork. It would get active results by clarifying the Government's responsibility through abovecountermeasure analysis.
