In China's enterprises, many enterprises have low benefitical results for outdated management system, backward concepts of management, lack of management methods and tools or something. All the reasons have led to poor business performance, delayed development and also resulted in the company's vision and strategy can not be achieved on schedule. Enterprises gradually lose the core competence in the competitive edge, or even be eliminated. Lack of performance management in the oil industry, especially in pipeline companies, exists wildly A large number of companies are trying to explore problem-solving measures for improving performance. But with unsuitable performance management system, performance evaluation instead of performance management, the lack of a strong performance management and human resources, the implementation of performance management is still just on paper. The management team of pipeline system which involves departments and many persons, high demands to managers, department heads, staff of the technical is very large. To improve the management capabilities to the system, it is necessary to introduce the advanced performance management philosophy, establish an effective performance management system.This article inducted and introduced the conception of performance and performance management aiming at industry background, business background, present situation of the LCY company and arranged issues on performance management in LCY company through worksite investigation and research. First of all, this paper generalized the core job and fixed the performance evaluation forms by making sure the development strategies, sectoral objectives and staff objectives of LCY Company. Secondly, the article has also finished the collection and analyses of performance communication and performance information through performance practice. And then, based on BSC and KPI, the article has built up performance evaluation system, evaluation contents and methods, evaluation theme and circles as well as assessment appeals mechanism by performance evaluation. What's more, it makes performance appraisal more scientific and founded for new performance plans through performance feedback and talk face to face. Finally, the goal of inspiring and fostering workers and building up pipeline transportation workers through performance appraisal has finished, and the most important of all, it laies the foundation for the development of China's energy security.This article includes five parts, (1)introduction, it expounded backgrounds and intents of the Topic and means and contents of the research. (2) Literature reviews of the performance management, This part sumed up the deficiencies in appling performance management in the Oil industries though researching the present situations of using performance management in the industries of those types and introduced related knowledges of performance and performance management as well as circuits of performance management system which laied the important foundation for designning performance management system aiming at LCY company. (3) The present situations and problems of LCY company's performance management, this part analyzed the situations of manufactures and managements as well as human resource management briefly,and then found out the key problems by analyzing the present situations of performance management which would do a great faver in designing performance management system. (4)The designing and implementation of LCY company's performance management system, this part have designed the performance management system fitting for LCY company and practised it under related theories and KPI as well as BSC. (5) Conclusions and suggestions, this part have given some results of the works, handicaps and suggestions though analyzing the designed performance management system.
