Performance evaluation is a core part of the field of human resources. It is measured by using a range of organizations and individuals on stage to assess the behavior and results, encourage enterprises to strategic objectives. Which become an effective carrier landing corporate culture, allocation of enterprise value basis.This diagnostic study is A City-owned communications enterprise.Diagnostic goal is through the customer manager job evaluation system, in-depth study of human authorities to provide more pragmatic performance appraisal of reference proposed. Diagnostic process mainly used questionnaires, data analysis, process and other methods and theories carding. A first city currently being implemented in the performance appraisal system and the specific diagnosis of the situation , existing line manager minds not sufficiently seriously large deviation of the data evaluation, Unreasonable assessment index design, Inadequate performance of communication and so on.After finding the problem, analyzing the assessment of the "people-oriented" concept, Revised from the performance system, assess the scientific, assessment results effectively to face A City of tripartite work to optimize the performance of the telecommunications upgrade. In the performance system design, According to their actual situation,I should reengineer the implementation of process. Approaches in the assessment,I suggest using the KPI,Classification,MBO tools to improve the performance administrator's talents. In the result of performances,I should carry out the force distribution,score range system,and develop the Results of application of norms.Essentially promote the A city telecom performance management level.After the Diagnosis to A city telecom,we can make a conclusion that in the market environment ,the firms make a bigger standard requests in performance assessment.In the situation about business index increase every year,the distribute of resournce decrease every year, the firms must make sure the limited resources to effectively regulate. Throughn the flexible configuration make my best to gain the target under the premise of protecting the fair.
