As the intensifying of the third industry reshuffle of telecommunications industry, group client market has become the most important strategic resources which closely relates to the income, competitiveness and future development of telecom service providers. China Mobile which owns absolute advantages in Personal mobile user market dose not have enough competitiveness in group client market. Considering the enormous market potential and competitive pressure, group client managers, as directly contacting with the group client, are required excellent capacity, quality and performance. However, by contrast, there are a lot of problem in the performance appraisal of group client managers, especially in CMCC City Branch Company.With this situation, this paper bases on 360-degree feedback to redesign the performance appraisal of group client manager performance appraisal in CMCC City Branch Company.360-Degree Feedback integrated applies the knowledge of psychology, sociology, organization behavior and management etc. to management practice. Theoretically, it is a very good kind of performance appraisal tool, but because of some its own defects, it has had a lot difficulties in implementing. The paper puts forward some new method to improve 360-degree feedback which base on the 360-degree feedback and combines with advantages of other tools to realize the basic purpose of performance management better-Performance appraisal, the staffs training and development, such as making use of Competency model and KPI to optimize the index assessment and five star model to assessment results. (1)The first part (Chapter one and Chapter two) discusses the status of group client market in telecommunications industry and the basic conception and relevant theories, such as performance, performance appraisal and performance management;(2)The second part (Chapter three) discusses and analyzes the content of 360-degree feedback, including its advantages, disadvantages and the reason that why adopts 360-degree feedback to redesign the performance appraisal of group client manager;(3)The third part (Chapter four and Chapter five) puts award competency model and KPI optimizing the index assessment, Five star model, solving the problem existing in 360-degree feedback and principle selecting assessment candidate. In the Chapter five, following the method analyzing in Chapter four, this paper design a new performance appraisal four group client manager performance appraisal in CMCC City Branch Company(1)Choosing 360-degree feed-back to redesign the performance appraisal for group client manager in CMCC City Branch Company. The new method makes the assessment more comprehensive and objective, at the same time, the personal development of group client manager is included in the system which benefit to the long-term development of the company;(2) Adopting competency model and KPI to improve the qualitative index and quantitative index basis on 360-degree feed-back and making it more reasonable(3) Utilizing five star model to optimize the result of 360-Degree Feed-back, and enhancing the validity of the 360-Degree Feedback...
