Evaluation Methods Of Sector-integrate Eco-industrial Parks Construction Performance

As the concrete practice of industrial ecology, "Eco-Industrial Park" has become a new direction for modern industrial park in our country. The pilot ecological industrial park set up in China science 1999, after nearly 10 years'effort, the construction work has yielded initial results. Through conclusion of the domestic eco-industrial park type, we can see that the current eco-industrial parks in China are mainly classified into the comprehensive eco-industrial park. Therefore, it is very necessary to carry out a systematic performance evaluation for the efficiency and effectiveness achieved by the construction of ecological industrial park.First of all, this paper had introduced the concepts of performance evaluation and it's application, which also showed the commonly used methods and the status quo of the eco-industrial park evaluation. The building types was classified based on the summary of the characteristics of eco-industrial park, then the current construction status of domestic eco-industrial park was reviewed and the practical significance to evaluate the construction performance was given out. Above all, this paper analyzed the way of construction for sector-integrate eco-industrial park from the internal, inter-enterprise and zone level, then revealed the construction of sector-integrate eco-industrial park aimed at ecological zone by choosing appropriate way and taking material flow, energy flow, information flow, ecological flow and value flow as construction affect factors.Therefore, Firstly, this article build a generalized assessment index matrix based on the analysis to above three levels and five affect factors. Then screening and altering the indicators according relevance and availability analysis. Correspondingly a evaluation index system was established, which meet the need of construction performance evaluation for sector-integrate eco-industrial park. Secondly, a standards of evaluation indicators for evaluating the sector-integrate eco-industrial park construction performance was given out, through researching the construction information of 23 sector-integrate eco-industrial park and referencing related literature. The weight of every indicators was determined by AHP method, and the building performance was evaluated by fuzzy comprehensive evaluation method. Finally, the Yangzhou Economic and Technological Development Zone was selected as a typical case. After identifying and weighting the indicators'membership the five construction influencing factors'performance was given out, and then according weighted summary, the construction performance of sector-integrate eco-industrial park of the Yangzhou Economic and Technological Development Zone was obtained.
