The Supply Condition Of Rural Public Services In The Poverty-Stricken Areas

For a long time past, the supply of rural public services, such as essential education, medical treatment, social security, etc. is seriously insufficient. There still exist some problems, that "hard to get education", "hard to get medical treatment" and so on, which greatly influences the development of the countryside and the quality of the rural lives. Especially for the poverty-stricken areas and peasants, the supply of rural public services is deepened the undersupply condition because of worse natural environment, weak financial power and low level of the economic and social development. It has limited the development of countryside and rural lives, and also enlarged the gap between the city and rural areas. The report of the 17th Communist Party of China Nation Congress put forward the objective which is to build "a high level well-off society", and to achieve that objective can not go without the development of countryside and rural lives and effective supply of the rural public services in the poverty-stricken areas. Consequently, it is not only a significant theoretical issue but also urgent practical problem how to enhance and improve the condition of the rural public services supply in the poverty-stricken areas.After drawing the relevant concept and theory, this paper used the case of Poverty Township in western area, and takes methods of the sociology to collecting materials to describe the current situations of the rural public services supply in the poverty-stricken areas, which includes 8 fields:agricultural public services, construction of infrastructural facilities, basic education, public health, social security, public security, public culture and employment service. From the conditions, it is summarized the 5 problems of the rural public services supply in the poverty-stricken areas:seriously inadequate public input, the service providers lacks of motive, the irrational structure of the township government and the service institutions, the faulty mechanisms of rural public service supply, the weak public services supply ability of the township government. And it has a further analysis about the inside reasons of the problems above, which are:the dual framework of city and countryside, the highly-centralized political system, the performance examination system which under the pressure system, the shortage of the financial transfer and payment, and the poor implement of the basic services equalization police. Finally, according to above to put forward the practicable proposal to improve the condition of the rural public services supply in the poverty-stricken areas through two different levels.
