Multi-project management is a problem which usually encountered in enterprise nowadays. The core problem of which is balancing utilization of resource. There are different resources in a project to be exhausted during the implementation of projects, such as capital investment, HR distribution, utilization of materials facilities and machineries etc.In this thesis, by establishing mathematical optimum model for capital utilization, minimum capital utilization cost for multi-projects can be obtained through numerical calculation, so as to increasing capital utilization rate under multi-project condition, approaching reasonably investment as well as decreasing total cost of capital utilization. The quantitative analysis is presented for controlling capital investment of urban subway network construction.Case studies of capital investment for three subway lines are presented for xxxx metropolis, a comparison between the date of real capital investment and the same lines calculated through our model shows that, the efficiency of capital utilization is obviously improved by 19.7%.The principle of above mentioned model is an universal one, which can be used also for other resources such as manpower, material and machinery, the same efficiency is also expected.
