Research On How To Raise Farmers' Income In The Background Of The Buiding Of The Socialist Countryside

The problem about agriculture, countryside and farmers is always concerned with the overall situation of our country's economic and social development. In 2005,the fifth full session of the 16th national committee off the CPC made a strategic plan of the building of a new socialist countryside. The meeting also established a set of principles……enhanced production, well-off living standards, healthy rural culture, neat and clean villages and democratic management. At the beginning of 2006, the central committee of the CPC and the state Council released a policy paper entitled Opinions on Promoting the Building of a new Socialist Countryside. Of all the tasks of the building of a new socialist countryside, developing the productive forces and increasing farmer's income are the starting point and standpoint. They are also the key to slowing the three agriculture-related problems. This is because only after sustained and steady increase of the farmers'income, can farmers enjoy the richness, the disparity between city and countryside can be lessened actually, the economic base will be favorable for the building of a new countryside and the necessary condition of building a moderately prosperous society will appear. It shoulders the responsibility of promoting the building of a new socialist countryside and increasing the farmers'income. So it is most important to develop the intra-county economies if we want to increase the farmers'income.The research chooses as object of study how to increase the farmers'income in the background of the building of a new socialist countryside in DongPing Country. The writer uses literature method, survey method, interview method, comparative analysis method and empirical analysis method. The survey can find out the real reason why farmers find difficulty in increasing their income and give the well-targeted advice and thus theoretical guidance and practical help can be given.The paper is divided into five chapters. The first chapter is the introduction. It describes the background of the research, the meaning of the research, the train of thought and the research methods. It also tells the readers the theories which the research is based on. The chapter introduces the situation of the DongPing County's economic development and the farmers'income here. The third chapter describes what negative effect the slow income growth of the farmers has on the building of the socialist countryside. The fourth chapter analyzes various reasons for restricting the increase of the farmers'income. The fifth chapter is the most important part. From the point of the view of modern public management, the writer gives some advice on the development of the rural economics, promotion of the increase of the farmers'income. The part shows that increasing the farmers'income is a systemic project. It is closely connected not only with the development of the whole national economy, but also with the reform of th public administration and public service. Increasing the farmers'income should be studied in an overall perspective as a part of the building of t new socialist countryside and the problem can be solved by taking comprehensive measures, Thus to increase the farmers'income the following measures should be taken: to promote the industrialization of agriculture, to do good job of constructing small towns and rural communities, to strengthen the basic facilities in rural areas, to improve the basic public service, to perfect the rural social security, to accelerate transfer of the surplus rural labor force and to educate and train the farmers.
