This paper focuses on the growth in farmers'income and the choice of strategy to build a new socialist countryside both theoretically and practically. It intends to table a proposal on the strategic plans and corresponding policy advices to increase farmers'income at present and in the near future, based on interrelated theories and experience both domestic and international, especially the lesson we learned recent years in the process of lightening farmers'burden and increasing farmers'income by the central government, also according to the spirit of the fifth and sixth plenary session of the 16th Central Committee of the Communist Party of China and the reality we are facing now.The paper mainly discusses the following four aspects according to its aim:First, the status quo of the growth in farmers'income. We start from the history of China's agriculture, farmers and countryside development, and the problem of growth in farmers'income as well. We experienced four periods in rural and urban relationship after the founding of new China: free flow, isolation, interaction and pushing forward rural development by urban development (building a new socialist countryside). We learn from history that modernization gives rise to the problem of agriculture, farmers and countryside development, of which the core is the problem of farmers, while the increase of income is a top priority in all our work. As for the present situation of the growth in farmers'income, we made a survey on the population in poverty, jobs farmers do, income sources, the income gap between rural and urban residents, the advantage of farmers'income growth, the service government provides and the fulfillment of policies. We find out that both the absolute and relative income gap between rural and urban residents are enlarging, although farmers'income has experienced a significant increase since the reform and opening up. The present speed of the growth in farmers'income is lower than that of the early 1980s and the situation is becoming more arduous instead of better. We figure out the reasons, such as inequality in land rights, uncoordinated relationship between industry and agriculture, unsuitable agricultural structure, the mode of agricultural growth, weakness in agricultural scientific and technological research, low quality of laborers, rural infrastructure, hindered information system, restricted channels to transfer surplus laborers of rural areas, etc. This analysis is beneficial for adopting proper policies to increase farmers'income and thus becomes a crucial part of the whole paper. Second, international experience. The growth in farmers'income and the construction of countryside is an international topic. Foreign countryside accumulated helpful experience in legislation, management, government support, cultivation of open minds and promotion of ethics, which is precious wealth for agriculture development, countryside construction and farmers problem of the whole world, including China of course. We introduce cases in Korea, Mexico and France as use for reference to China. Korea develops two kinds of promotion to increase farmers'income, Mexico give support to farmers'on resisting impingement, while France protects agriculture focused on supervision.Third, the relationship between the growth in farmers'income and the construction of a new socialist countryside. We analyze this relationship dialectically with the guide of basic Marxist and Leninist philosophy theories, bringing forward the significance of increasing farmers'income in the construction of a new socialist countryside, recommending that increasing farmers'income be the central task but develop in harmony. Meanwhile, we illustrate the importance of sustainable growth in farmers'income according to CPC's strategic thought, implementation of the scientific concept of development, choice of history and international experience.Fourth, policy advices and problems worth the whistle. Based on the analysis of theoretical problems and status quo of the growth in farmers'income and the construction of a new socialist countryside, the paper gives advices listed below to promote sustainable increase of farmers'income, as reference to the government to make and adjust policies. The land rights and interests of farmers should be protected. Further adjustments in agricultural structure could be made to develop the agricultural growth to its full potential. More channels to transfer surplus laborers in rural areas to non-agricultural industries ought to be opened. The process of urbanization should be accelerated. The economic and social development of rural and urban areas must be on the basis of an overall consideration of all issues. More resources should be invested in agriculture and countryside while the burden of farmers must be lightened. International trade and non-trade rules might be used to protect agriculture. The dignity, knowledge, liberty and rights of farmers ought to be respected. Measures should be adjusted to local conditions. Outwardly attractive but actually worthless projects cannot be carried out and people should not be urged to do things against their will. The rights and interests of rural labors working in cities should be attached importance to.
