In recent years, with the development of Chinese economy, the tourism industry has entered the popular development phase, while commercial activities have become more frequent. In order to conform to this trend, the budget hotels have become into beings. In the huge space for commercial development, budget hotels reveal a lot of problems in human resources management, such as low level of staff quality, high rate of talent drain, low payment, rigid employment system and so on, which hinders the development of budget hotels in China. To change this situation, it needs to build a scientific, rational and effective motivation mechanism to effectively manage staff, stimulate the enthusiasm of staff, improve service quality of hotels and win a lasting competitive advantage.This paper begins with theories, which introduces the relevant concepts of budget hotels and motivation mechanism as well as four types of classic motivation theory. Based on the theories, with the development status of budget hotels it designs the questionnaire about the motivation status of staff in China budget hotels. It reveals the motivation mechanism status and analyses the reasons of problems in budget hotels from pay system, performance appraisal, training, promotion and other motivation measures by the data from the questionnaire and the modern analysis tool. Based on reading a lot of domestic and foreign documents and combined with the characteristics of the staffs of budget hotels in China, it designs fifteenth major demand factors of the staffs of budget hotels. According to Maslow' s theory of hierarchy of need, each factor is classified to the level of five hierarchy of need for staffs of budget hotels in China by the means of qualitative and quantitative analysis. Combined the problems in the motivation mechanism with the demand factors of staffs in budget hotels, it builds the motivation mechanism in which performance appraisal is the base, material motivation and spirit motivation are of equal importance and motivation restraint mechanisms is the secondary. Finally, according to the motivation mechanism of China budget hotels, it puts forward the corresponding safeguards.
