With the continuous development of the national communication industry, competition is growing intensely internal communication industry. And talents are the key to the enterprises. The business hall managers are personnel fighting in the frontline grassroots, their ability related to the entire communication business's daily operations and future development, so a survey for the manager's competency is necessary, and has a certain practical significance.In this study, the research object are business hall managers in a communication enterprise. First we based on literature analysis, and made a non-structural interview for 30 business halls. Then developed a manager competency dictionary. Used a behavioral event interview technique to interview 20 managers in Suzhou area (including the five counties), then constructed the Competency Model of business hall managers in communication enterprise. Also we produced the competency self-assessment questionnaire for the evaluation, and made a further analysis of the status for the managers competency in this company. That will provide a measurement tool for related researches in the future.The results and the relevant conclusions of this study were as follows:First, by non-institutional interview and BEI with corporate communication managers, built a competency model, then produced the "business hall manager competency coding dictionary". Through the analysis of the BEI texts, to get the outstanding manager competence features, including 13 competency, professionally competent, Communication skills, Complaint handling, Execution, Strain capacity, Emotional management, Team building, Affinity, Ability to learn and train others, Work self-identity, Authorization and Motivation.Second, used the " Competency self-assessment questionnaire for the business hall managers " for measurement, by analyzing, deleted 15 items that does not meet the request, in conclusion, we gained a formal questionnaire including 69 items.Third, applied the formal questionnaire to assess the testee's competency, and analyzed the data by the factor analysis, then build a competency model that including eight factors: Thinking capability, Team building, Develope others, Strain capacity, Motivation, Professionally competent, Friendsourcing, Emotional and stress management capacity. At last, we analyzed the current competency status of the business hall managers.
