As one of China's major infrastructure industries, the sustained and healthy development of Power industry affect the production of the national economy directly. Along with the deepening reform of the Power industry, Liaoning Power Generation Company has always taken the staff training as the basis of corporate development. However, the critical problem lies in training management is the lack of a reasonable assessment of training input, making it is impossible to evaluate investment return and define the contribution of training.This paper reviews the main two theories of training effectiveness evaluation:human capital theory and training transformation theory on the basis of a systematic study of literature. A serial of models and methodologies have been addressed specifically. The research lays a solid theoretical foundation for the essay. Based on the investigation of training management, the situation and problems of Liaoning Power Generation Company are analyzed. At the same time, the main causes of those problems are discussed, too. On the basis of the above research results, a complete training effectiveness evaluation system is established for Liaoning Power Generation Company. This paper select one training course of Liaoning Power Generation Company in 2008 as the case analyze object adopting the above methodology, the applicability and operability can be verified. Finally, this paper put forward the improvement countermeasures for the effective implementation of training effectiveness evaluation so as to guarantee and perfect the training practice of Liaoning Power Generation Company.This paper formulates a useful system of staffs training effectiveness evaluation from the aspects of evaluation process, evaluation index system and evaluation implementation according to the situation of Liaoning Power Generation CO. LTD., which will perfect the effectiveness of staff training of Liaoning Power Generation CO. LTD.
