The Urban Logistics Park Commission Operator Selection Method Research

As a kind of efficiency and systemic logistics nodes, logistics park is a good choice in constructing high-perfermance logistics system. Logistics park can play an important role in promoting development of logistics, reducing logistics cost and driving economic growth. The Logistics Adjustment and Revitalization Planning, issued by State Department, has clearly brought logistics park into nine key engineering projects.At present, the development modes of logistics park mainly refer to foreign, and has not fully considered the condition of our country. During the development and operation of logistics park, the roles of all participants such as government, developers, investors, operators and logistics service providers are confusion, and their duties are not explicit, especially the bad operation managemant and the malicious competition of logistics park's entrance enterprises make the logistics park operation both low level and low efficiency, and depress the intention of other indusry and business enterprises to enter logistics park, this cause the built logistics park having a high vacancy rate. Some data has revealed that the built various-leval logistics parks have a vacancy rate above 60%in our country.Driven by above-mentioned problems, this paper summarizes some development modes of logistics park, and proposes a mixed mode-the economic development zone-BOT mode, thus the roles and responsibilities of each participant can be made definite during the process of logistics development and operation. To one of the key problems-logistics park commission operator selection, which influent logistics park operation and management evidently under the mixed mode, this paper makes a systemic study, and the main research contents are as follows:(1) To the problem of logistics park commission operator evaluation under economic development zone model, BOT mode and mixed mode, this paper constructs appropriate evaluation targets. The targets construction use a method combining questionnaires and current targets reconstruction. Basing on analysis about requirements of commission operator during logistics park development, the evaluation targets of commission operator can be divided into two parts-the operation management and investment ability and the logistics services provide ability, the evaluation targets of operation management and investment ability are constructed through questionnaire and statistics analysis, and the evaluation targets of logistics services provide ability are constructed by reconstructing the index system of the third-party logistics provider.(2) Constructing Two-Stage evaluation method based on FAHP and FTOPSIS. To the research data of this paper from experts grading, the paper establishes evaluation method basing on fuzzy sets. According to the principle of reliability, usability and low requirement for data, the Two-Stage method using fuzzy AHP method to calculate the targets weight, and using fuzzy TOPSIS method for final evaluation.(3) Yibin Zhicheng logistics park commission operator selection research. The evaluation targets and method constructed above are applied in Yibin Zhicheng logistics park commission operator selection research, the exact process of evaluation is listed, and the results of the evaluation of candidate operators are analyzed, the final choice shows that the method this paper has constructed is effective.The innovation spots of this paper as follows:this paper proposes a economic development zone-BOT mixed mode based on economic development zone mode and BOT mode of logistics park development, following the analysis of investment and operator mode of logistics park, the evaluation targets set of logistics park commission operator is constructed based on questionnaires and correlative research, following the analysis of existing evaluation methods both domestic and foreign and the character of research data source, and according to the principle of reliability, usability and low requirement for data, a Two-Stage decision method is constructed based on fuzzy AHP and fuzzy TOPSIS.The purpose of this study is to develop a systemic method for appropriate commission operator selection of logistics park under a definite development mode. Diven by project of Yibin Zhicheng logistics park, a integrated and efficient method is proposed for the problem of logistics park commission operator selection. The evaluation targets set which constructed by questionnaires, and the fuzzy evaluation method proposed according to the principle of reliability, usability and low requirement for data, and both of them are significance regardless of practical application or intensive study.
