Therefore, accelerate thecultivation and development of strategic emerging industries is an inevitable choice toconstruct the well-off society comprehensively and achieve sustainable development. Alsoit’s a major initiative to cultivate the strategic emerging industry, to build a major measurefor the modern industrial agglomeration area, and to speed up the transformation of thecity’s industrial structure adjustment and development mode. That has great andfar-reaching significance to promote economic and social development. In recent years, the planning and location advantages in the developmentzone become transparent and weakened gradually. In face of the new situation, we mustrely on the concept of high-end industry, oriented service, characteristics of industrialclusters, interactive city and Superior ecology environment to plan QinhuangdaoEconomic and Technological Development Zone, then we can seek the developedadvantage in the fierce competition.This paper takes the emerging industrial park planning of Qinhuangdao Economicand Technological Development Zone as the research object. Using the results of theresearch achievement of the emerging industrial park all of the world and the experienceof other local parks, combine with actual work researches, summarize the problems andexcellent experience of the existing industrial park planning of Qinhuangdao Economicand Technological Development Zone. Using the SWOT analysis method to analyze the advantages and disadvantages of the emerging industrial park planning of QinhuangdaoEconomic and Technological Development Zone and facing opportunities and challenges,puts forward feasible ideas and methods of the park planning. This paper adopts literatureresearch method, case analysis method and comparative approach method, discusses thescientific planning of new industrial park according to the actual situation of t theemerging industrial park planning of Qinhuangdao Economic and TechnologicalDevelopment Zone. We should take industry transformation as the guidance, take thesustainable development as the principle, mix the city and industry, base on the overallregional and take the combination of distance as the principles. At the same time, putforward some strategies, which has the reference value to the emerging industrial park ofQinhuangdao Development Zone planning, such as clear the duty of planning staff andplanning departments, strengthen the public participation and establish supervision system,promote the management system innovation of the park, trumpet environmental ecologicalconcept vigorously, put the emerging industrial park planning into the statutory planningstrategies as soon as possible.
