The design of the construction is therefore a subject which aims to research into the overall arrangement and systematic management and carry out the construction plans and requirements, and at the same time it offers the scientific arrangements upon labor source, fund, mechanic, and construction approaches. Meanwhile, it also lays emphasis on the coordination of each unit, type of work and different kinds of resources. In the entire course of construction, the most scientific, logical deployments should be made to get the relatively satisfying result.The regulation of process is by no means single-sided. It bears a close, balanced relationship with the supervision of quality, investment, information environment and the coordination of these aspects. Starting from the regulation principles of the supervision unit ,this thesis points out the method of fluctuating control and offers the comprehensive measures, organizationally, technologically, economically and contractually to ensure the effective speed control and quality management. Based on the different periods of the model-worker building, we will take effective measures to lay regulations upon them. In order to ensure the proper and normal course of the construction, the thesis makes an analysis upon the quality control of the construction, and points out the crucial points as well as the specific plans and measures, which will guarantee that everything can be accomplished in time.
