With the rapid development of our national economy, the communication industry expands continuously and the innovation of information technology innovates unceasingly. During the recent three years, the TD-SCDMA communication network with country-owned proprietary intellectual property right develops at an astonishing speed, and it took its place in the field of world communication quickly. The following construction of TD-SCDMA project provides communication construction enterprises with unlimited business opportunities as well as giant challenges, because of the inherent characteristics of the high frequency of technology renovation, the tremendous construction scale and the relative short construction period so and so forth. Adapting to new market environment, tackling the management of construction quality of TD-SCDMA project in an all-round manner are themes that many communication construction enterprises have to face. Therefore, based on the Liaoning TD-SCDMA project phase II, this article probes and studies actively the management of construction quality of TD-SCDMA in terms of the management theories and methods, the quality control during construction and the anaphase management of project quality etc. . The aim of this article is to discuss the effective approaches to the management of construction quality of TD-SCDMA and to provide reference for improving the quality management of communication projects construction.This article can be divided into six chapters. Chapter one is the introduction, the quotation part of the article. Combining with the development background and current situation of TD-SCDMA, it illustrates that communication construction enterprises should grape opportunities to improve the management level of projects quality so as to lay a solid market foundation for achieving sustainable development. Taking the Liaoning TD-SCDMA project phase II as a research background, it studies on significance of the important management experiences and technical standards for the approaching TD-SCDMA project construction and it also introduces the research methods and structure of this article.In the basic theory part of chapter two, it states the relative theories and methods of quality management and control which are applied in this article; it emphasizes that quality control is the main part of quality management, but the current quality control has turned from"results control"into"factors control". Undoubtedly, the management of factors that influence the quality of construction phases can be an important approach to efficient control of construction quality. By professional quality management methods and tools, selecting out key factors which effect project quality in terms of human, machine, material, method, environment, and formulating appropriate control solutions play a significant role in quality process control and system operation. Refer to the philosophy of all-round quality control and strengthening the primary organization of job foreman is the critical link of quality control during project construction, and it defines the responsibilities and authorities of working staffs .Abide PDCA circulation, the basic theory and method in the field of quality management, and apply it into the process of quality promotion and upgrade the quality management level by improving quality.Chapter three to five is the main discussion part of the article discussing the second phase quality management practical activity of Liaoning TD-SCDMA through three chapters. Establish Project Management Department, set up relevant working team and project branch, ensure respective functions and relevant resource allocation for the specialty of this project. Determine quality aim of this project according to the general quality policy of our bureau enterprises. After it has been confirmed, various factors in the project such as staff quality, engineering materials, mechanical equipments, methods and environment conditions these factors which may affect project quality target should be taken in account. On the basis of fully analysis, make relevant control measures and establish quality control system that suitable for the project. Realize the establishment of quality control system by working out establishment of construction quality control network, construction quality control system and construction quality control plan. After the establishment of the quality control system, it adopts sub divisional work quality control method to realize effective operation of control system combines with practical situation of this project. The article has a comprehensive discussion on each construction stage of the project TD-SCDMA which includes advance site selection, logistics deployment, pole installation, switching equipment installation, quality control of base station and corollary equipment installation. As an important part of PDCA cycle in quality management, it emphasizes the necessity and importance of tripartite inspection quality control in operating the quality control system, and the way of realization and method of tripartite inspection quality control in the project. Late in the process of the project, organize related employees to analyze the reason for deficiencies in the construction process to find mass quality defect; make use of Pareto Chart tool to identify improvement item in the project quality management; and realize PDCA looping rolling up by improving output of project. In addition, for later management of the project, it requires to perform inter check and acceptance system strictly, be well prepared for check and acceptance on project completion in order to achieve final quality target.To sum up the analysis and classification, the article strives to discuss effective ways to construction quality management of TD-SCDMA project through quality management practical activity of Liaoning TD-SCDMA phase II. The article combines the specialty of TD-SCDMA project, focuses on deeply discussing and researching of quality management and control in the process of the project; analyzes summing up experience and continually improving construction quality control of the company and then to fully increase the project quality management. The management experience and technical standards which formed in the discussion process will play a significant role and be useful in the operation of TD-SCDMA construction quality management.
