The Comprehensive Evaluation Of Financial Company Based On BSC

A new organization, financial company, is generated by the development of enterprise group and financial market. As the important part of integration between the enterprise group and financial market, financial company plays a important role in the developing economic society. But in our country, the new organization still stays in the early stage, no more consultation in theoretical research and practical experience to make guidance for development, especially in comprehensive evaluation professionally. Irregular status will be formed if there is no appropriate guidance for strategy and evaluation for operation, which is great loss to Group Company and financial market.This paper attempt to establish a set of guidelines with comprehensive assessment and evaluation to lead the development of financial company based on the functional position set by the government. After analyze the evaluation methods between the traditional and latest, we found that the traditional method mainly based on the financial index, can't measure other aspects of enterprise; whereas the Balanced Score Card method, as the representative of latest evaluation system, not only can measure the financial indexes and non-financial indexes such as internal process, human resource, customers, and so on, but also contain the driven indexes for the future development trend.Therefore, we set up a comprehensive evaluation system with the dimension of financial, customs, internal integrate, innovation and internal control after completed the Balanced Score Card method, and merged with the functional position. Then set the reference value to indexes according to the target, norms and expectations set by the government, industry associations and group company, and then computed the index weight with the general method of AHP to complete the evaluation index system.At last, take Sinopec finance Co. LTD for example to test the index system, and make evaluation to verify the evaluation index system. The results matched with the actual company operation, can reflected the strength and weakness of the operation objectively, which also indicated that the new assessment system can meet the needs of pre-imagination, made a good evaluation and guidance for the operation of financial company.
