The project planning is one of the core contents of project management, the typical project planning rarely or does not consider the impacts of uncertainty, making the plan deviate a lot from the facts of the project and mislead the enforcement of the project plan. To study the substation construction project based on uncertainly analysis, which is a significant research intern, will contribute into the elevation of the level of the project management of our county's electric construction industry.The traditional procedure schedule methods are CPM and PERT method. CPM can hardly engender aetual value. While PERT always gets smaller Project duration with larger variation.The existing major problems in current power are about network constroction schedule management based on uncertain working procedure time. In this paper, the traditional network procedure planning model is analysied. The working precedure time parameters and network planning model with fuzzy number ars provided. An approach to present the working procedure time parameters under the un-certain working procedure time by means of fuzzy number above time set is put for-ward.The fuzzy network precedure planning method is set up. In case study of Wafangdian 500kV substation construction project, the project schedule is put forward. It is of reference use to other projects.
