With the deepening of reform and opening up, small and medium-sized enterprise not only is an important strength in coordinating national economy development,but also plays a more and more imperative role.At present, ERM of small and medium-sized enterprise in China is at the starting stage,having plenty of problems,and has become one of the most core problems during developing.However,how to get through its problem of ERM is important.The implementation of new "Labor Contract Law"makes employee relation managemention the focus of enterprise in China,and impose a new challenge to the idea of enterprise's human resources management.This paper researches on the management of employee relation in small and medium-sized enterprise and has systematically investigated the evolution and development of the employee relation management theoties,and has summarized characteristics and problems of ERM.Referencing ERM practice of well-known enterprises from home and abroad, and has put forward the countermeasures of constructing employee relatioan management system.The article is divided into five parts.Part one is Introduction.The meaning of this background,study,methods,content of this paper are briefly introduced;Part two studies the theories.On the basis of synthesizing the foreign and domestic research results,this article describes synthetically the intension and the development of theory of employee relation management,which establishes the theoretical foundation and defines the scope of this research;Part three puts forward the question.In light of the definition of small and medium-sized enterprise,knowledge-based enterprises both at home and abroad,I define the research object.At the same time,this article analyzes the characteristics,existing problems and the reasons of employee relation management of small and medium-sized enterprise in China. Part four successful experience. On the basis of the comparative study of themanagement modes of employee and the influencing factors of U.S.A.and Japan,providing a reference for building employee relation management of small and medium-sized enterprise. Part five solves the problem. This paper puts forward the countermeasures to construct a employee relation management system for small and medium-sized enterprises in our country from four aspects:The basis of employee relationship management,key issues of employee relationship management, employee relationship management attention and the expansion of employee relationship management.
