As the offshore oil exploration and development is accelerated, the risk of offshore oil platforms are increasingly subject to national government and the community, especially the offshore oil companies'attention. Offshore Oil Platform security incidents and significant harm has caused so many domestic and foreign enterprises and scholars dedicated to marine oil platforms risk assessment studies from 80 years since the last century. Right now most of China's current platform has been gradually moving to the characteristics of aging. Strengthen the aging platform's risk assessment and management has become the deeppest-needed research problem to China's platforms risk management.This paper based on home and abroad platform risk assessment studies and research, together with related analysis theoretics, integrate use of offshore oil engineering theory and risk assessment theory to explore China's offshore platform risk assessment problems. Through risk analysis of China's widespread existted aging platform to identify the risk factors that affecting the aging platform's security. Established a risk evaluation indicator system suit for aging offshore oil platform. Combines with the theoretical of AHP, through expert evaluation method to determine the weight of each index in this evaluation indicator system. Introduction a representatived aging platform's actual data, use Fuzzy Evaluation analysis method to identify the main risk factors which affecting the safety of aging platform. Combinate the present situation of China's offshore oil platforms risk assessment, based on the empirical analysis, put forward policy proposals to avoid the risk. That is establish a risk assessment mechanism with strict standard, establish construction of the safety management system for platform and to establish operational risk control systems for platform. Finally, discussed our county's using situation of HSE management system which has been generally recognized by world's oceans oil industry.Discusses its remaining problems though implementation process in our country, and improvements modth in response to these issues.In order to make this management system to work better in China's offshore oil platforms'risk management.
