In construction, the management by objective task of the owner is to effectively control the total amount of investment, to make sure that the project delivered on time, and to produce economic benefits as soon as possible on the basis of guaranteeing the quality of the project. However, the emergence of construction claimant will always lead to the deviation of owner's management by objective; especially influence the realization of the three tasks of management by objective.The risk of claimant is an important risk in various risks the owner shall face during the application of the project. It will not only offer effective use to the owner's construction management, but also enhance the project investment benefit when we made the analysis and identification of the existence of the claimant risk and listed the important items of the risk of claimant before the application of the project.There are three main courses of the assessment of the claimant risk for the owner:Firstly, identifying the risk events and the sources of risk according to the specific characteristics of the project, decomposition analysis and graphic method can be used.Secondly, establishing the assessment index system of the claimant risks.At last, evaluating the claimant risksThis paper analyzes a variety of risk factors that may result in the occurrence of the claim. In the light of the research results of others and combined with the real condition, the paper establishes the evaluation index system of claim risks for the owners. The paper employs some risk analysis method to decompose the claim risks layer upon layer that the owners may face, then AHP is used to determine and quantify the relative importance of the risk factors in each layer. According to the fuzziness of the claim risks, based on the theory of fuzzy comprehensive evaluation, the paper do the research work on the basic model of claim risk analysis and assessment, then, combined with a project case, the model's accuracy and practicality are proved in the owners' predicting claim risks. Finally, the paper concluded that the use of fuzzy comprehensive evaluation to analyze and identify the claim risks of engineering projects can improve the owners' precautionary alertness and ability to identify the claim risks in the construction process, reduce the incidence of claim and beat the target that predicting the claim risks and increasing the actual control are well carried out.
