Construction of financial culture is an important part of financial management, by influencing various forms of corporate economic activities; it can improve the overall quality of the financial staff, which also enhances their ability in financial management. Corporate financial culture is helpful to shape the image of good corporate finance, which also enhances the competitiveness of enterprises.Through the conceptual analysis of corporate culture and financial culture shows that corporate financial culture has significant impact on economic activities, markets, and on the international financial industry. On this basis, we attempt to establish corporate financial cultural system, which is good for enterprise development, and from every point of view, we analyze the causes of the financial cultural system and its necessity, and its far-reaching significance. In this paper, by several examples of financial crisis, we analyze the relationship and interaction of the financial value, financial risk and financial control, and then by an example of venture capital, we illuminate the need to establish financial cultural system. And using system of economic theory, trade theory, and contract theory as the theoretical basis, we further explore the feasibility and necessity of establishing the system. The last part of the article, efficiently combining corporate culture and financial system, from a financial strategic management, financial analysis, financial control, creative of financial staff and financial supervising we discuss the principles and content of financial cultural system.The establishment of the financial cultural system has become a cultural trend, it can not only improve the overall quality of financial personnel and standardize the behavior of financial staff, to reduce moral hazard, but also reduce and save fee paid in the enforcement and implementation of legal financial systems, and play an active role in the place, where the formal system can not play efficiently.
