The strategy of invigorating China through education and science and the building of economy of indigenous innovation are of great importance in the National Long Term Plan of China, and universities are the hotbeds of innovation with researchers playing a vital role as they are the key for technology progress and economic development. According to a research, less than 60% of university researchers made their innovation ability as high as 30,18% even as low as 10, and the worst part is that some even marked below 0.This paper aims to find the economic theory behind the'asset closure' among university researchers and give some suggestions. Based on previous researches, this article made a summary of characteristics of university researchers and theories of labor supply, paving for the specific analysis. X-inefficiency theory, income maintenance system and agent theory has been used in the analysis. This paper take the example of a university to make analysis of the environment and institutional condition faced by it, and reached a conclusion that some university researchers chose to close their "assets" with different reasons, and the universal reason is found within them to be presented as references for the policy making in universities. The final part of paper gave some suggestions on how to avoid "asset closure" of university researchers.
