With the rapidly development of economic globalization and high-tech integration, high-tech enterprises have been developing very quickly, and become the important part of China social market economy. During this process, competitions among high-tech enterprises are gaining in intensity. The importance of human resources management to the high-tech enterprises competitiveness has been more and more evident. Under these circumstances, Chinese high-tech enterprises have recognized that human resources management is a defining factor to the success of high-tech enterprises, and then strengthening the work in this respect generally. Now, the management of high-tech enterprises moves toward standardization and institutionalization. But, from the current perspective, Chinese high-tech enterprises still have many problems in human resource management. Therefore, this article is trying to find out the problems of China high-tech enterprises by means of comparing what China and America high-tech enterprises do in this field, and to propose a set of highly individualized solutions that perfects China high-tech enterprise human resource management.This article has four parts. The first part is the summarization of high-tech enterprises and human resource management, including the conception and characteristics of high-tech enterprise, and the proposing, meaning and main contents of human resource management. Then it emphasizes the necessity of strengthening human resource management for high-tech enterprises by demonstrating the status in its development, which provides important theoretical evidence for it. The second part is introduced the characteristics of human resource management of high-tech enterprises of China and America respectively, and contrast them from staff recruitment, staff training, performance management, salary management and enterprise culture respectively, then trying to analysis the differences in human resource management between China and America which high-tech enterprises do in this field. Thus the third part is finding out the problem from internal and external environment of Hi-tech enterprise. The four part is proposed some highly individualized solution that perfects human resource management of high-tech enterprise of China, it provides a lot of scientifically important decision-making evidences for high-tech enterprises to boost human resource management. And the last part is the summary of the total study.
