The rapid development of the tourism has caused it to be one of the most energetic industries in the worldwide. With the strong tendency of its development, all tourist cities in the world are carrying on a keen competition to enhance their reputations and attract more tourists. The evaluation of the outstanding tourist city and the prime tourist city arises concomitantly. So does our country. Ever since the promulgation of the Evaluation Standard System of The Outstanding Tourist City of China by The National Travel Bureau in 1995, there are more than 300 cities obtained the honor of "The Outstanding Tourist City". Along with the evaluation of the Chinese prime tourist city in 2007, each outstanding tourist city is striving to be the prime one. The studies on the competition are more and more thoroughly. This study is raised in the case that tourism competition is getting more and more intense and the sooner coming of the second evaluation of the Chinese prime tourist city in 2010.This study aims at developing and enriching the competitiveness theory applied in tourism industry, analyzing the evaluation factors of the tourism industry competitiveness from the perspective of the prime tourist city, trying to build an evaluation model, and finally providing references for those outstanding tourist cities.This paper defines the conception of the competitiveness of Chinese prime tourist city on the base of the related researches. According to the evaluation standards defined by Construction Guide of Chinese Prime Tourist City, this paper analyzes four kinds of competitiveness:City Noumenon Competitiveness, Economic Investment Competitiveness, Tourism Marketing Competitiveness and Tourism Soft Power Competitiveness. Then, this paper constructs an evaluation index system of prime tourist city with AHP (Analytic Hierarchy Process). On this basis, this paper compares the competitiveness of the three prime tourist cities (Hangzhou, Dalian, Chengdu), and finds out their advantages and disadvantages according to the evaluation results, and then gives some advices for these three cities to improve their competitiveness. Finally, this paper gives promotion strategies to other outstanding tourist cities which are striving to be prime tourist cities. These strategies will help to enhance the whole nation's tourist competitiveness.
