The Study On Compensation Of County-Level Forest Ecological Benefits

Forest is the main body of ecological environment on the earth. There are many ecological benefits of forest services, such as water conservation, conservation of moisture and soil, carbon sequestration and oxygen release, purified air, sand-fixing, improve the environment, pest control, health recreation and so on. But a long time, the ecological benefits of forest resources just as an unpaid public goods used by people, the producers do not receive appropriate compensation. This situation almost leads to depletion of forest resources. For better protection and use of forest resources to achieve sustainable development of forestry and social, it is necessary to reflect the value by reasonable evaluation. We can specifically know and understand the all role and value of forest, so that producers have an effective compensation.Based on the survey data thatⅠparticipated the forest resource categoryⅡinventory in Pinggu District, through in-deep study theories, standard and mechanism of ecological benefits compensation, the paper valuate objectively and accout scientifically the forest ecological benefits of Pinggu District, and try to set the compensation standard of forest ecological benefits, also thoughts on mountainous area collective ecology forest compensation mechanism. Not only promot the study on compensation theory and practice of forest ecological benefits, but also provide a reference for rational allocation of resources and scientific decision-making of government in order to achieve forest sustainable development.
