Research On Ecological Compensation Mechanism Of Forest Resources In Shanxi Province

The influence of forest ecosystem is huge and closely related to people's life.Furthermore,it also plays an important role in improving the ecological environment of the earth.Cause people constantly pursue economic development,the ecological environment is worsening,and the soil erosion is aggravating,people finally realized the importance of protect forest resources and countries in the world are promoting the construction of forest ecological resources vigorously.So it is both crucial and difficult to determine a reasonable forest ecological compensation mechanism.With reference to public goods,ecological capital theory and other related theories,this paper discusses ecological compensation mechanism of forest resources in Shanxi Province.It is also on the basis of analysis of ecological compensation of forest resources research at home and abroad.Determining the government as the main body of ecological compensation for the compensation object,and compensates farmers and state-owned forest enterprises.The implementation of natural forest protection project in Shanxi province for the specific case.Based on the cost of the establishment of ecological compensation standard,fully considering the piblic willingness to pay.Using the opportunity cost method and contingent valuation method,determining the compensation standard from different perspectives of the government and the public.The paper puts forward some suggestions on how to promote the ecological compensation of forest resources in Shanxi province.The main conclusions are as follows:(1)The current compensation standard of project input cost and opportunity cost of construction are reasonable compensated,and opportunity cost compensation of development is insufficient.The standard of compensation on opportunity cost should be gradually increased as the level of economic and social development.The government guaranteed enough expenditure to support for the construction of ecological compensation of forest resources.For promoting the work of compensation and ensuring the interests of farmers and state-owned forestenterprises.(2)The implementation of regional ecological compensation fees which respondents are willing to pay is 1.72 yuan / mu.The majority of respondents are willing to pay the cost of forest ecological compensation.The elements such as respondents' age,occupation,how familiar they understand the ecological protection of natural forest protection project,whether they understand the ecological compensation policy,can remarkable influences respondents' willingness to pay for forest resources ecological compensation.Through the analyses in theory and demonstration,this paper,hopes to provide a reference for Shanxi province to establish scientific forest ecological compensation mechanism.In addition,under the guidance of the scientific forest ecological compensation standard,this paper wants to promoting the development of forestry in Shanxi Province and the harmonious development of nature and economy harmonious.
