As one of the three main natural resources of the earth (land, mineral and forest), forest is the main part of mainland ecological system and the important resource which the human lives on. Except for providing the human been with wood, energy, the by-products of forest, it also has the following functions, i.e., keeping the water and soil, adjusting the climate, beautifying the environment, purifying the air, resisting the natural disasters, protecting the variety of biology. Meanwhile, forest is the unity that is consisted of plant, animal and outer environment. The effect of forest is known to all the world in ecological system and the developing history of human society. Caring about and protecting the forest is to protect human selves. The build of compensation mechanism of forest ecological benefits is to set up a lasting and steady protect barrier for the development of human selves.Compensation mechanism of forest ecological benefits is the fund set up through the government's investment aiming to protect forestry resource, which provide the supplier of forest ecological benefits with financial support to build, foster, protect and manage the forest. The establishment of compensation mechanism for ecological benefits of forest is the most basic assurance to strengthen and perfect forest ecological system. And it is also the important basement to accomplish the change from traditional forest to modern forest. So it is a completely new problem and a long-term hard task. This study will insist on integrating theory with practice, seriously absorb and learn the successful experiences from home and abroad, and try best to achieve more innovation in theory and actual work.According to its special functions, forest has three benefits, i.e., economical, social benefit and ecological benefit. For many years, the managers of forest always value economical benefit most and notice social benefit, but neglect ecological benefit. The main reason of such phenomenon is that they should consider ecological benefit first to guarantee their management in the stage with undeveloped economy, or else they will not survive and develop, let alone social and ecological benefit. Although this is an unconditional choice, but it also show that only if government, society and the beneficiary of forest ecology balance benefits with forest manager, the unity of three benefits will be accomplished.
