Studies On The Permanent Mechanism Of Compensation For Forestry Ecological Benefits

the purpose and significance , current policies and compensation mechanisms of forest ecology benefit compensation were discussed deeply, based on the theories of forestry ecology, landscape ecology, ecological economy, system economy and sustainable development , regarded the view of Marxism universal relations as guidelines. The results were as follows:It was set up with the development of economy for forest ecology benefit compensation. In order to resolve the problem of forest resources shrinkage, ecological graceful degradation, and so bring about the sustainable development of forestry, permanent mechanism of compensation for forestry ecological benefits must be established.The development course of the forest ecology benefit compensation was divided into four stages: the early practice stage (from the of 1970s to the end of 1980s), the stage of groping the way and policy preparation (from the beginning 1990s to the end of 1990's), the stage of performing overall experiments (1998-2004) and implementation phase (from 2004 to the present).It briefly and synthetically analyzed our country's active ecology benefit compensation policy, pointing out that the major defect about the present system arrangement was that the collective rights and interests to the forest were discriminated and ignored and compensation standard was rather low, thus leading to the decline of the peasant's income. Plus, forest ecology benefit compensation mechanism can be subdivided into five parts: policy guarantee mechanism, financing mechanism, price formation mechanism, market mechanism and operating supervision mechanism that were discussed.
