Construction and management and protection of the ecological forest requires alot of inputs, and the government banned logging forest that foresters can’t get salesrevenue of Timber. Fujian Province has provided financial compensation fornon-commercial forest which is banned on logging now, but the compensationstandard is much less than the economic loss of the owner of non-commercial forest.At the current situation, improving compensation standard is a trend, but how todetermine a reasonable compensation standard becomes a difficult issue.This study takes Natural Fundation in Fujian "Research on EcologicalCompensation Standard of Non-commercial Forest in Fujian Province " as the support.First of all, this paper discusses the relevant theories of ecological compensationstandard, such as the externality theory, opportunity cost theory, landtax theory andhalf the market theory; Second, investigating and analyzing the current situation andexisting problems of non-commercial forest ecological compensation in FujianProvince; Third, through combining qualitative analysis and quantitative analysis asthe method, constructing measurement model and system of non-commercial foresteco-compensation standard; Finally, according to the quantitative research results andthe problems found in the questionnaire survey and visiting process, putting forwardsome suggestions which provides reference for the government to establish reasonablecompensation standard.On the research, this article draws the following conclusion:(i) Through the investigation and analysis, having understood that the existingecological compensation of non-commercial forest in Fujian Province has thefollowing problems: low compensation standards, single compensation fund sources,simple compensation mode, beneficiaries not taking corresponding compensation,compensation policy and implementation mechanism lack of flexibility, etc.(ii) Applying multiple regression model to empirically analyze the relationshipbetween compensation standard and five independent variables, level of protection ofpublic welfare, the log price of each species, volume, woodland input and per capita disposable income, and the empirical analysis shows that the forest land input andcompensation standard is not significant, per capita disposable income, stock volume,each tree species price, protection level and log compensation standard existremarkable linear relationship.(iii) Carrying out classification compensation in accordance with the level ofprotection, the log price of each species, volume, per capita disposable income tobuild non-commercial forest compensation standard system. Per capita disposableincome whose unit is yuan is divided into (2000,5000)(5000,8000),(8000,11000),(11000,+∞), and four types of compensation standards are43.59yuan/acres,48.18yuan/acres,50.90yuan/acres and69.75yuan/acres; volume whose unit is cubic meteris divided into (2,5),(5,8),(8,11),(11,+∞) into four categories, and the standards ofcompensation are41.58yuan/acres,48.75yuan/acres,57.45yuan/acres and65.58yuan/acres; species is divided into broadleaf, Masson pine and fir, and three types ofcompensation standards44.39yuan/acre,50.65yuan/acre and54.55yuan/acre; levelof protection is divided into one, two and three, and the standards of compensation are63.04yuan/acres,49.46yuan/acres and38.64yuan/acres.(iv) According to problems found in the previous survey and assessment results,putting forward the following suggestions: first, promoting the "classificationcompensation" steadly; the second is to make great efforts to expand the sources ofcompensation funds; third, further improving the incentive and guarantee mechanismcountermeasures.
