In the fierce international and internal competition, how to attract and keep talents, how to inspirit employees with using human resource tools, how to construct and consolidate the core competition power of enterprises, which has become the important contents of the modern human resource management. To establish a set of efficient performance appraisal system is not only a crucial sector of human resource management of enterprises, but also one of significant approaches of enhancing the competition power of enterprises.Although our country is a big country in manufacture, our country is not great power country. In many enterprises, as a result of having not enough recognition of performance appraisal in production department and a lack of valid employee performance appraisal system, employees have neither passion nor efficiency at work, these issues have reduced the competition of enterprises.This paper takes the production line operators in the BV company as the study object, in view of the problem which appears in the performance appraisal of enterprises, is for the purpose of re-design a set of optimized and perfect performance appraisal system, resolving the current performance appraisal problem in the production line of BV company, inspiring the employee's passion and creativity, improving the employee's behavior and performance, promoting the company's performance improvement.This paper first expounded the research background, the goal, the significance, and elaborated the performance appraisal theories. Then analyzed the performance appraisal issues and the root causes by using investigation method and questionnaire method, combined the situation of the production line of the BV Company, designed the new optimized performance appraisal system by using quantitative& qualitative analysis method, especially, applied the innovative united system of KPI and 360 degree performance appraisal to the performance appraisal of the intellective-blue collars. Finally it explained the implementation of the new system and an evaluation is made in this paper.The paper has already been implemented into the BV company production line performance appraisal, has proved in practice. In the mean time, I hope the paper can be used as references by the similar enterprises.
