Implementation of performance appraisal and focusing on performance improvement is the important guarantee for every business to realize self-improvement continuously and achieve the strategic objectives. Nowadays the human resource management practices of electric power companies in our country are in transition. The research on the performance evaluation methods which are reasonable and consistent with the characteristics of domestic power enterprises plays a significant role for the development of human resources.The paper introduced the background, problem, purpose and significance of the research. Secondly, the paper reviewed related theories of performance appraisal, which can make a theoretical groundwork for future research. Thirdly, the paper collected data to get more information on the status on the performance appraisal for Xi’an Power Supply Bureau production technology division staff, and made survey research and analysis on the problems on Xi’an Power Supply Bureau production technology division staff performance appraisal system. On these basis the paper analyzed the causes for problems and found has found reasonable solutions. Finally, by combination of competitive environment and development status of Xi’an Power Supply Bureau, the paper has built a performance appraisal program which is suitable for the characteristics of production technology department, so that the results of performance appraisal can be used effectively. The new design of performance appraisal of Xi’an Power Supply Bureau production technology staff mainly contains things as follows:under the direction of the performance appraisal design principles and objectives, by job analysis, indicators selection and design of index weight, the paper shows the performance appraisal system design process for the Xi’an Power Supply Bureau. What is more, in order to guarantee the smooth implementation of perfonnance appraisal system, the paper has proposed protection for the effective operation of performance appraisal system from aspects as the organizational design, rebuilding of perfonnance processes, improvement of incentive system and cultures.
