Project management is the managing methods system which puts the methods and techniques of management in use to plan, organize, coordinate, and control all kinds of sources such as, staff, fund, technique, apparatus, time and so on. Its purpose is to form managing method system of the specific project. The project management with the complex and creative characteristics requires autocratic leadership and specialised organization and the man at the wheel plays the vital role in the process. It is needed to be clear that the project is purposive, disoposable and special, but the project management is the managing system with the the stable mathods and specialized managing tools, which could not change with the changing projects. The project management is not the same as the managing project in concept. We consider one casual managing process as the project management, but only the managing behaviour according to project management form is regarded as project management.Daqing oil field company LTD (Daqing oil field or Daqing oil field company) is the biggest oil company in China. With our country joining the WTO, outside maket situation of company changes greatly. In 2008, Da qing Oil Company and Da qing Oil Administration restructure integration in the light of the company principles that are a leadership, a set of authority, integrated management, separate accounting, and two accounts running. From February in 2008, the new restructured Da qing Oil Company manages operations, fund, and staff in general so that listed operations and unlisted ones form the integrated management. In the intensive tansforming period, the inside situation of the company has a great change in a series of problems such as, organization bloating, low effeciency, insensitivity in changes of outside markets, reduction of oil recoverable reserves, and increasing difficulties in exploring the new resources. The leaders in Oil Company are strongly aware that it is essential to strengthen inside management and improve rules and regulations management level. This thesis takes the systematic constuction of the ruls and regulations in Da qing Oil Company as the researching project in the basis of analysis on systematic management background, difficulties in woking, principle of system construction and creation in theory. It studies how to apply theory and methods of project management to construction of the system of rule and regulations, considering the charateristics of management items which are systematic, synthetical and complex.This thesis, by analysis of the system producing background, objectively indicates that existed problems in management of Da qing Oil Company and find out the new development of rule and regulations in big petrochemical enterprises at home and theoretical creation in Da qing oil Company. Thus, it implies that this project is with some difficulties. So Da qing Oil Company, through sufficient investigations and theoretical creation, uses the project management form to essure project goals and sphere, and to contruct project organization, which supplies the organizational safeguard for susessful fulfillment. The company is clear about the concrete working task by the use of working breakdown structure (WBS) and it fix the working time by the mathod of the project plan's management to effectively manage the project progress. At the same time, it contructs the control form of project quality to garantee zchievement's quality. The achievement in constructingrules and regulations of basic contructive project is succesfully accepted, which indicates that this project management form achieves success in Da qing Oil Company and also gives an good example for other management items.The aim of conmtructing the rules and regulations is to absorb the advanced international management standards and to sut up the management platform, which are integrated, modernized, and continuous improved, in the basis of rules and regulations with Da qing's charateristics. Due to the complex of project, this thesis mainly researches goal's determination, working breakdown structure, and evaluation of project achievement. And it firstly applies the style of" documentary working" to the objective evaluation of project achievement, which achieves the good effects in practice. At the same time, this thesis also studies project's plan management, rate of progress control, and quality's management, ect. However, because of the limited elements in the enterprise inside and outside, it is impossible to reach the same exact degree with the same as engineering projects in these aspects, which is also the researching emphasis in the future of managemeng project in Da qing Oil Company.The periodic achievement of the project of constructing rules and regulations in Da qing Oil Company is smoothly accepted and acquired the high praise by leaders, which supplys the good example for future project management in Da qing Oil Company and symbolize the end of working form in managing project and the start of scientific form in project management. In this sense, the research result in this thesis is very useful to not only Da qing Oil Company, but also management, organization and implementation of the project in petrochemical enterprise. By the cooperation between knowdge in project management and working way in projects of management, the working efficiency is improved greatly in the projects of management, which supply the strengthened support for realization of stategic goal in enterprise.
