The Research On The Integration Of Rules,Regulations And Management System Of Shanghai Aerospace Equipment Manufactory

Shanghai Aerospace Equipment Manufactory(SAEM) undertakes the research task of developing important models of national aerospace science and technology. The particularity of the industry makes the enterprise isolate from the market for a long time. The management of the enterprise mainly focuses on the quality management and still keeps the management mode in the planned economy mode. With the deepening of reform and opening up, the progress of the reform in the field is accelerating, the profound changes have been taken place in the external environment of the enterprise, aerospace business gear to the needs of the market, set up the goal of becoming a first-class international enterprise. The operation strategy adjustment brings the new requirements of enterprise management system reform. This thesis sets the changes in the operation strategy of Shanghai Aerospace Equipment Manufactory(SAEM) as the background, and studys how the enterprises achieve the management system transformation through integrating rules and regulations management system under the new management requirements.Based on the analysis of the new environment and the new requirements for the strategic adjustment, this thesis indicates that these new requirements, on one hand, can't be realized just relying on the management adjustment of one aspect or one department, which must be based on reviewing the existing enterprise management system comprehensively, and then put forward a comprehensive solution out of a systemic analysis of the rules and regulations management system and the content system. This thesis also puts forward some concrete methods of implementation conditions, the implementation stages, system standards according to the specific environment of the enterprise from the perspective of integrating the rules and regulations management system.The research of the thesis has a certain reference significance for state-owned enterprises which are in the midst of the deepening reform on how to regulate the internal management system, and realize the scientific and orderly management.
