| Equipment overhaul project is going to complete a construction task through the efforts of the organization within the constraints of certain time, money and other resource, in accordance with the goals set in advance. As the continuous progress of science and technology, the continuous development of industrial production and technical level of equipment, the economic role of equipment for improving the productivity of enterprises has become increasingly evident, so the importance of equipment overhaul is growing. Maintenance of equipment projects and production systems are usually linked, so equipment maintenance should be done with more construction safety, environmental protection, etc. It is even harder to organize and manage the project, and need to take the advanced repair techniques and need to adopt advanced scientific management methods to plan, organize, coordinate, control maintenance project implementation to ensure complete the maintenance at the fastest speed, best quality, lowest cost and safe. It is extremely important and practical significance in improve enterprise management level and economic efficiency, and then promoting the national economy in a comprehensive, coordinated and sustainable development.The basic idea of equipment maintenance in the initial phase is post repair and "prevention first" and stressed the equipment safety, maintenance and quality, while less consider the economy. Now maintenance based on reliability of equipment is the trend of modern equipment overhaul, and supplemented by the afterwards and preventive maintenance strategies. We insist that equipment overhaul should be managed comprehensively through technology combined with economy. At present with the social division of labor, there have been a lot of specialized maintenance service providers, and many institutions and advisory bodies involved in maintenance of project management research. Although studies and practice of equipment overhaul management have made great progress, there are many problems in China's equipment overhaul management, and the general level of China's equipment overhaul project management is still not high. Base on the maintenance project management status of Jilin Fuel Alcohol Company (JFA), we analyzed the problems in maintenance project management of JFA, and found that there is inadequate organization of equipment overhaul, and equipment overhaul mainly base on the post repair, and there are loopholes and other issues in procurement management of materials, and the general level of management is not high. By analyzing the internal and external cause, we proposed some countermeasures for project management in the equipment maintenance problems, and made a deep, careful discussion, and made an objective evaluation for the effect of the countermeasures. We draw the conclusion that project management methods are suitable for management of equipment overhaul project. It is the effective way to improve enterprise overhaul project management level and to change the backward phase in overhaul project management. So the state and enterprises should advocate strongly project management methods, and impose it on equipment overhaul management. We can start with overhaul of the key equipment and of the whole production systems. Then we can spread the methods gradually. The whole set of solution to equipment overhaul management supply a good reference for the enterprises with the similar problems. Of course, enterprise should create equipment overhaul project model suitable for itself according to project management methods and enterprise's characteristics.Enterprise should attach importance to equipment overhaul management, and build, perfect management systems and mechanism, and enhance supervision and examination, and enlarge training for management staff to improve their comprehensive quality, especially in management knowledge and skills. Moreover enterprise should encourage management and systems innovation, and advocate management personnel to study, import and use the new technology and methods. Enterprise should stimulate personnel's initiative and creativity to finish their work on project management soundly in order to improve the whole level of management and to ensure that enterprise's production could operate safe, steady, long-period, high efficiency and benefit.Applying project management theory and methods in equipment overhaul is, in fact, to manage the project and resources as a whole involving equipment maintenance. We applied system theory and methods to plan, organize, coordinate and control to ensure that we could achieve the object. First, we established management flow and mechanisms. According to the characteristics of the overhaul project, we established a strong matrix project organization. Then we appointed an equipment engineer as the project manager to charge the whole organization and management. Other persons from production, process, safety and procure, etc. should coordinate with him. We carried out"quantity"and"price"separation in project cost control and"technology"and"commerce"separation in equipment, materials and spare parts procure to block loopholes in the system. So we established effective a mechanism of restricted and communication and coordination. Second, we set up special different levels organization to charge equipment overhaul management. Meanwhile we advertised for some equipment overhaul management persons with abundant experience. Third, we engaged in plan and organization, implement and control. Equipment overhaul plan is the guide and the important link for project management. We should pay much attention to working out the plan. We classified all equipment into different rank according to their importance in production and adopted different strategies for different equipment classification. And the overhaul of different strategies should have different priorities and scheduling order. When we work out the project plan we should observe the requirements of"5W2H", meanwhile according to equipment technical condition, overhaul interval cycles, equipment and technology files, equipment failure processing and different types of equipment maintenance strategies, etc. We should use WBS technology to divide the whole project into specific work, accordingly determine the scope of the project and all the work we must do. Then we should assign all the work to designate person. Moreover we should prepare for the project conscientiously. We should take advantage of all kinds of advanced means like PERT, key quality point, budget and account separate control system, etc. to carry out the whole control for rate of progress, quality and cost when the project is performed. While the project is going on, we should do a good job in the transition between production and overhaul construction, that is, before construction production to overhaul, and after construction overhaul to production. When the project is finished, we should do well in check and accept. Finally, we should establish check system about project achievement. When everything is carried out, until the project is completed, we should make a comprehensive evaluation, including assessment of the completion of the project objectives, the effectiveness of the operation of the project, strategies adaptability and the degree of objectives achievement. In short, the paper analyzed the common problems of domestic equipment overhaul management base on the description about the current situation of equipment overhaul management in domestic and overseas. Compare to abroad, there was a tremendous gap in the level of equipment overhaul management between Jilin Alcohol Company and abroad in equipment overhaul management. We proposed countermeasures and evaluated the effect of the countermeasures which proved that the project management methods are feasible, effective in equipment overhaul project management, so we should be strongly encouraged and imposed. That would be a meaningful exploration to enhance the equipment overhaul level of China's project management. |
