It also required the well organized process planning, the half range line production techniques, the devotion of human and materials, the strict reward and punish byelaws, which may cut down the sustained crucial working time and be open to traffic 19 days ahead of schedule which is occupied 14.3% of the total construction period. If the cost control are well designed, the investment functions are well identified, the contract responsibilities are well set up, the controls of design innovation and claim for compensation are well controlled, the total cost of the overhaul project will reduce 32%.The cost is being effective controlled by the special traffic designated standards and high quality construction materials and this may have some revelations for the theories and practices in the future expressway overhaul projects in order to reduce the project cost and improve the management efficiency and project quality.
