In order to realize the large-scale operation of rural land and give full play to the market function of rural land,Mainland China has commenced the land circulation.In 2016,the separation of the three rights,namely ownership,contractual right and management right,was put into effect in2016.The land approval was also carried out so as to realize the large-scale integration of land resources.As noted in the Third Plenary Session of the 15 th CPC Central Committee,land is the most essential productive factor and also the most basic living security for those farmers.The marketization of rural land can not only effectively increase the income of those farmers but also improve the utilization rate of land resource.Because of the factors such as the lack of relevant law and the backward organization of intermediary service,it has seriously influenced the circulation of rural land.Many foreign countries,such as Switzerland,Japan,the UK and the USA,have made great efforts to reform the land system before obtaining a relatively complete system for land transaction.Due to the difference in the history,culture and economy,Mainland China has failed to draw on the successful experience of land transaction abroad effectively.While Taiwan and the mainland in the early stage of the reform of the land system with Mr.Sun Zhongshan advocated "land to the tiller" for the purpose of reform.Considering that Taiwan has made some achievements in the reform of land system,it can provide valuable reference for Mainland China.By means of literature analysis,interview and comparison,this paper has compared the historical development,experience and current status of land circulation system between Mainland China and Taiwan.Besides drawing on the mature experience of land transaction and analyzing the flaws in the land transaction system of Taiwan,this paper will also draw some inspiration from Taiwan's land transaction system for Mainland China.This paper mainly uses the literature analysis method,the interview method and the comparative method,compares the experience,the experience and the present situation of the land circulation system in the mainland and Taiwan,draws lessons from its mature land transaction experience,and analyzes the land transaction system in Taiwan.The paper puts forward some enlightenment of the land transaction system in Taiwan on the mainland.This paper consists of 7 chapters.Firstly,the background and policies related to the reform of the rural land system in Taiwan and Mainland China will be compared.Moreover,it will also discuss the similarity and dissimilarity between two sides in terms of social background,policy objective,policy basis and policy content.Secondly,the current status of rural land circulation in Taiwan and Mainland China will be compared.In addition to discussing the implementation result of the rural land circulation system,it will also analyze the relevant problems.Thirdly,after comparing the experience of rural land circulation in Taiwan and Mainland China,this paper will also point out the advantage of the land transaction system in Taiwan.Lastly,in view of the problems related to rural land circulation in Mainland China,this paper has drawn some inspiration from the experience of the rural land circulation in Taiwan.Besides drawing on the successful experience of rural land transaction system in Taiwan,Mainland China should also realize the flaws in Taiwan's system so as to avoid making the same mistake.It will be of great help to Mainland China in improving its system of rural land circulation.Moreover,it is also of realistic significance to the protection of farmers' interest,the promotion of agricultural development as well as the realization of China Dream.
