Research On The Pricing Of Waste Disposal In The City

The rapid growth of the domestic Municipal Solid Waste (MSW) has caused serious environment problems while the MSW charge has not yet been fully implemented. The MSW charge is an important economic method to solve the MSW problem. Scientific drafting of MSW charging prices can not only help to improve the levels of financing for MSW, but also help to improve the citizens'environmental-protecting awareness.In this paper, theories of Investment, Environmental Economics, and 2-tier Pricing are used to establish models to research into the MSW charge price. Specific research includes:Firstly, this chapter describes the research background, research content, and demonstrates the current situation and short of research at home and abroad.Secondly, this chapter analyses the waste disposal charge theory and domestic and foreign economic models on the MSW fee pricing, in order to give theoretical basis of this article.Thirdly, this chapter makes analysis and comparisons on the current situation of financing mechanism of environmental protection industry and the MSW charge price both at home and abroad. Takes Japan for example to introduce the developed countries'changing models and the main approach of MSW. By analyzing the problem in the current domestic MSW charge, we can point out the necessity of charging for those who emission MSW and the importance of reasonable urban MSW fee pricing.The fourth chapter is the main part of the paper. Based on the thought of "income to make up the cost ", setting up a model of a mixed waste-treatment approach, and then determining the parameters of the model. And the model was modified and extended to calculate the MSW fee pricing of garbage recycle and classification in current China. Taking Beijing for example, the model of MSW fee pricing can be illustrated from three aspects,including the environment and economic effect , feasibility. The fifth chapter gives the suggestions to the current urban waste disposal fees of China.The innovation of this paper is that, according to the current situation of the mix disposal of garbage in our country, establish a fee pricing model by 2-tier pricing which is matching with the national situation, and trace the garbage disposal responsibility back to the producer of consumers, while the disposer and producers of classification garbage are also responsible. Furthermore, by optimization and extension of the model, this paper can gives suggestions on the charge of recycling and classifying the garbage in the future.
