Research On Evaluation Of Independent Innovation Capability Of Shenyang High-tech Zone

The development of high-tech zones is an important symbol of China's success in its reform and opening up policy. Shenyang high-tech zone is one of high-tech zones approved by the State Council in 1991. It becomes one of most active economic increase points of Shenyang city. However, Shenyang high-tech zones are still facing difficulties; the key problem is that most high-tech zones in China are operating without an independent system of innovation and the high ability of independent innovation.Firstly, the paper gives the ability of independent innovation a definition, and analyzes the essence and characteristics of the independent innovation. Basing on the process of innovation, combining features of high-tech zones, it is framed an innovation appraisal target system compose of 4 modules, namely the innovation resource input capability, technological innovation capability and innovation results transformation capability and innovation results marketing competition and relative 12 targets.Secondly, this paper applies the AHP module method to definite the weighting of elements of independent innovation capability. Through the comprehensive evaluation method of conducting the quantitative analysis for the ability of independent innovation of Shenyang high-tech zone, the results of which show that the score of the ability of independent innovation in Shenyang high-tech zone was 74.81; the ability of independent innovation lies in the middle stage of innovation.By making comparison among high-tech zones of Shenyang, Beijing, Shanghai and Dalian, the paper point outs the disadvantages of Shenyang high-tech zones in independent innovation. Finally, the paper proposes some policy suggestions from the perspectives of government, the high-tech zone and tenant enterprises.
