Research On Innovation Ability Of Hi-Tech Industrial Development Zone Based On Balanced Score Card

The level of scientific and technological innovation capability determines the development quality and economic benefits of a high-tech zone,which is its core competitiveness.As a national high-tech Industrial Development Zone gathering more than 40% of China’s high-tech enterprises and talents,it is an important carrier for China to develop high-tech industries.Now it has gradually become the core of China’s implementation of innovation driven economic development strategies,It is of great practical significance to study the scientific and technological innovation ability of high-tech zones.This paper takes the national high-tech industrial development zone approved to be established in China as the main research object,analyzes and studies its scientific and technological innovation ability from different angles,in order to find the important key factors that have a correlation effect on the scientific and technological innovation ability of the high-tech zone,and guide China’s national High-tech Zone to make rapid progress in the new stage.After learning and understanding the Balanced Scorecard to a certain extent,this paper selects 18 evaluation indicators of scientific and technological innovation ability from the four dimensions of the balanced scorecard,uses analytic hierarchy process to process the data collected from questionnaire surveys and expert interviews,and determines the weight of 18 indicators.At the same time,in order to ensure the validity of the conclusion,15 sample cities are selected from many national high-tech zones,the corresponding 18 index data are sorted out,and the corresponding grey correlation analysis model is established,so that the index data are processed to obtain the corresponding correlation degree,and then the results of the two models are coordinated to make a comprehensive evaluation of the key factors affecting the scientific and technological innovation ability of the high-tech zones.To sum up,through the combination of theoretical research and empirical analysis,this paper analyzes and studies the scientific and technological innovation ability of high-tech industrial development zones,which has a certain degree of reference value for the development of high-tech industrial development zones.
