With rapid development of the knowledge economy, the global economy want toget the preemptive opportunities in the economic competition, the strategic emergingindustries are developed actively in every country. Due to the high and newtechnology industry to the national economy growth has breakthrough leading role,the new and high technology project selection and implementation becomes one of theworld’s economic development of the dominant trend. Therefore, constructingstandard high-tech projects evaluation system, and finally made a reasonable andscientific evaluation is the urgent problem to be solved.In this paper, I mainly introduce the emerging industry evaluation related theoryfoundation from the characteristics of new and high technology project and in view ofthe current high-tech projects evaluation research, and hew out a new and hightechnology project evaluation of new way of thinking. At the same time, I alsoevaluating and researching the specific project. This paper is divided into five parts:The first part of this paper is brief description of the research background,significance, main contents and research methods.The second part introduces the new and high technology project relatedconnotation, compares the new and high technology project at home and abroadresearch situation.The third part mainly from the China’s basic national conditions of our countryand the influence factors of new and high technology project to carry on the analysis,proposed a set of suitable for China’s national conditions of new and high technologyproject evaluation index system.The fourth part introduces several commonly used evaluation model, and basedon this puts forward a new evaluation model–PCA-GABP, and its feasibility wasvalidated.The fifth part with a specific case for empirical research, using analytic hierarchyprocess (AHP) in the project carry on comprehensive evaluation, uses the PCA-GABP for the project risk evaluation, finally concluded that the project evaluationresult.
