| After the Ministry of Science and Technology put forward China's high-tech zones should enter the "Secondary Pioneering Work" stage, the high-tech zones are faced the requirements of changing about development ideas and development patterns. It's an opportunity and also a challenge, the current high-tech zones' industry orientation is not clear, the choosing is blindfold, which leading to similar industrial structure. The Chinese scholars' research on this area is still at the start stage, there is no integrated theory system yet. Therefore, it makes a huge significance to establish a set of selecting leading industries model and evaluation index system in view of the high-tech zones' economy development characteristics, and carry out some particle analysis.This paper chooses the choosing of national high-tech zone's leading industries as the object of study. Drawing lessons from basic theories such as industrial economics, regional economics, and development economics as well, and basing on both domestic and foreign research fruits, the writer establishes a set of selecting model and indexes, then takes the Zhuzhou National High-tech Zone as an example carries out practical analyses. The paper's main research work is as follows.First the paper systematically analyses the main problems of the past research on regional leading industries' choosing, at theoretical basis, it proposes the choosing of national high-tech zone leading industries exist some constraint conditions and puts forward six selecting principles. Then the paper establishes a suitable model and a set of selecting indexes for the leading industries' choosing, and through experts questionnaires, identified the index weight. At last the paper applies the theoretical model to Zhuzhou National High-tech Zone's leading industries choosing process, and determines the leading industries should be given more priority. And the paper puts forward some correlative proposals for how to cultivate the leading industries. |
