Research Of Community Employement Under The Respective Of Social Enterprise

Expansion of employment is to promote China's economic development and maintenance of an important guarantee for social stability. It is also an important task for macro-control. Community employment play an important role for the development of community economy, new jobs, solve the problem of urban unemployment of laid-off. Community Employment is mainly depends on the creation of a large number of community service jobs. This will not only open up a new space for employment, bring the convenience to community residents, but also provided job opportunities to the unemployed people for maintaining their basic living. It not only meets the of people's material needs but also ease the pressure of the current unemployment."Social enterprise" is the organization which can accommodate disadvantaged labor.It emerges under the pressure of global competition and in the course of China's reform and opening. "Social enterprises" is the new form of non-profit organizations.It has an important role in solving poverty, unemployment, social discrimination in community.The past scholars research on the community employment are often limited to a description of existing practice and macro-analysis and there is no specific solution for the problems. These issues determine further in-depth study are needed in community employment.In this paper,introducing the social enterprise to the research of China's community employment base on the the relevance of the theory of social enterprises and the development of social enterprises at home and abroad. Combined with the actual situation of China's community employment, the "social enterprise" can promote community-based employment as a new path for research purposes. By analyzing the social enterprise model, the mode of operation to the development of community employment and provide a reasonable strategy.In this paper, firstly to explore the concept and theoretical of community employment, social enterprise, then the employment situation of communities at home and abroad and the development of social enterprises compared to the Western developed countries and Hong Kong community as well as the impact of community development experience, employment and social enterprise management concepts, operation and development of the relevant factors, measures.Then on this basis,to use integrated analytical tools to reveale the development of social enterprises in our country to verify whether social enterprises could be a new ways to promote employment of our community.It also put forward the main issues of developmenting social enterprises in China: government does not have policies to support, old-fashioned concepts of employment, China's economic development model is also extensive-based, social enterprise management is not advanced, outdated mode of operation of social enterprises.Finally, according to Chinese community employment and social enterprise development there are some suggestions: increase the efferts of government's support, to change and update the concept of labor and employment, the principle of giving priority to employment in community economic development, strengthening the training of human resources and management competitiveness in social enterprises and professional management for social enterprise.This article applies to social enterprises in China's urban community building, to promote community employment and community-based services and improve the community of democratic self-government from the view of social enterprises.It also explores new ways of community employment with great theoretical and practical significance under the current situation.
