An Innovative Study On Social Governance Of Community Arisen From “Village To Habitat” During The Process Of New Urbanization

Since the reform and opening, with the accelerating process of industrialization, the development of our country has experienced a rapid urbanization process. The rapid advance of urbanization is just like a double-edged sword, on the one hand, urbanization absorbed a large number of migrant rural labor force, improve the efficiency of the configuration of production factors between urban and rural areas, promote the rapid growth of national economy, has brought profound changes of social structure, promote the urban and rural residents living standards improve; On the other hand, the urbanization of modern city and traditional countryside also brings huge impact, make a lot of social problems and social contradictions concentrated in the urban and rural integration of the rural areas. There are two main cause of this phenomenon: one is “land urbanization” towns surrounding a large number of peasants become landless farmers. Therefore, how to pass the “home village changed” community building, social governance model innovation community, fundamentally solve the land-lost farmers and agricultural population migration of jobs, education, health care, pension, social security and a series of problems of the people’s livelihood, so they can realize“in situ urbanization”, has become the current social governance innovation a key problem to be solved. Based on combing the community social governance at home and abroad on the basis of related concepts, based on the “village changed” community construction in Hubei province, the empirical research review and summarize the home village changed in Hubei province’s achievements and experience in the construction of the community, “village to habitat” community discovery and analysis in the process of social governance, the main reasons for the existing problems and the four“inadequate” : the ideological understanding does not reach the designated position, system and mechanism innovation does not reach the designated position, development way transformation does not reach the designated position, and form a complete set of policies and measures does not reach the designated position, and finally puts forward “village to habitat” for the future construction and community governance innovation countermeasures, such as to further improve the ideological understanding, strengthen the guidance of “village to habitat” work, increase government funding, developing collective economy, the relationship between community responsibility and the lawful rights and interests safeguard residents as well as build new neighborhood relations, etc., so as to the government at all levels about “village to habitat” policy of the construction of the community to provide decision-making reference.
