It is a prerequisite to have a certain amount and quality of cultural resources for regional development of cultural industries and infrastructure. The level of the cultural industries in an area dependents on two sides. One is the degree of protection to the unique cultural resources, the other is whether the ideas and methods are reasonable or effective. First of all each region should be based on local conditions, give a comprehensive and thorough investigation to the region's unique cultural resources, in order to understand the characteristics values and influence of the various resources. And then we should take effective measures for the protection of heritage in order to give an appropriate repair and maintenance to the local cultural and ecological environment. Thus we can take reasonable industrial measures to develop the creativity so that we can put cultural products and cultural services to the markets. This is the only way we can do to achieve a shift from cultural resources to cultural capital in order to promote the development of local economy.Yimeng area is a famous old revolutionary area in Shandong province. The distinctive red culture is one of its features of cultural resources in this region. It created many moving stories which were well known and left numerous relics, revolutionary deeds and so on in the period of Agrarian Revolution, Sino-Japanese War, and liberation war. In peacetime, these become the precious cultural wealth. In the tourism environment of developing cultural industry, it has become the only way for local economic development to protect these red cultural resources so that their cultural and ecnomic value will get full use and transmission, thus to promote the development of the red cultural industries.This paper is divided into four parts. By reading the analysis of literature, combining with the method of field research, this paper gradually studies the industrial road of the red cultural resources in Yi meng, trying to achieve a breakthrough over the previous studies, and to provide theoretical support for the development of cultural industries in Yi meng area.The first part is an assessment to the red cultural resources of Yi meng. First, it analyses the necessity to evaluate the red cultural resources in three aspects. Second, based on the assessmental methods on cultural resource in "The Classification, Investigation and Evaluation of Tourism Resource " and the assessmental methods developed by Shanxi Research Center of cultural industries, combined with the fact of red and cultural resources in Yimeng, it gives separate qualitative and quantitative analysis and evaluation. And through the form of questionnaires it gives an objective and intuitive display of people's impression to the red cultural resources and takes it as one basis for evaluation.In the second part, firstly, this paper analyses pros and cons, opportunities and challenges of the development of the red cultural industries in Yi meng using the method of SWOT to show the fact objectively. And then it analyses the influence of red cultural resources in Yi meng to the development of regional economy from three aspects, that is macro-regional economy, corporate culture and economic activities. Therefore, to develop the red culture, Yimeng area should base on the current situation, deepen the understanding of the existing red cultural resources, and thus develop a red cultural way integrating theory with practice, with a characteristic of Linyi.The third part is the key principles and ideas about the industrialization of red cultural resources in Yimeng. Firstly, to deal with the relationship between cultural resource protection and development, that is on the basis of protection it gives an analysis on the principles and main measures of the protection of red cultural resources; secondly, to establish the correct sense of cultural industry, changing the previous one-sided, narrow concept; thirdly, to analyse the importance of initial development right of cultural resources; finally, it proposes strategies for the cultivation of cultural industry of Yimeng.The fourth part presents the main ways to industrialization of the red cultural resources. These include red tourism, red film and television industry, red economic brands, red culture and art, red cultural exhibitions, red animation and game production, the message dissemination of red culture and so on. The wrong thinkings of cultural industries should be discarded. People should establish a correct industrial sense, and expanse the ways to red cultural industrilization in order to speed up the change from red cultural resources to cultural industriliazation.The last part is the conclusion which makes a summary about the study of this thesis and proposes a further in-depth discussion.
